This is the 2nd book of the trilogy and the story of Jubilee and Flynn.
Lee(Jubilee) is captain of the forces sent to Avon to crush the terraformed planet's rebellious colonists, but she has her own reasons for hating the insurgents.

Rebellion is in Flynn's blood. Terraforming corporations make their fortune by recruiting colonists to make the inhospitable planets livable, with the promise of a better life for their children. But they never fulfilled their promise on Avon, and decades later, Flynn is leading the rebellion.

These 2 are on opposite sides but still want the same thing in the long run. Constantly being caught by each others sides and fleeing seemed to go on for quite a bit in this story.

The last book was about Tarver and Lilac and you will read about them a little bit in this book too.
I liked how Jubilee and Flynn helped each other and he realized she isn't really the enemy and she finds that he isn't as bad as she thought he would be.
